Tier 3 Identification (11 min) – Credible witness – maybe a name change, lost ID, Witness must know the signer AND the notary. . Witness will show their ID and vouch for the signer. Witness goes under oath- raise right hand, simple verbal oath – do you swear or affirm that 1) you personally know the signer and that the signer is the name in the document. Also sweat that the signer has no Tier 1 or tier 2 ID and cannot access their ID. Like their ID is lost and do you the signer have no financial interest, their name cannot be in the document. Then you still need their ID – you know them. If you do not take the ID from the witness it is a $10K fine.If you meet a signer and you both don’t know the same person.
